Introduction

Recharter is the annual process where each Unit formally confirms their membership roster, pays dues, and reaffirms their relationship with their Charter Organization.  Since the fall of 2021 this process is almost entirely done electronically over a web portal, including signatures and payments.  Paper checks can still be used but are discouraged. 

Timeline

  • October 2, 2023 – The online Recharter system opened on Internet Advancement 
  • December 15, 2023 – All recharter work should be completed and submitted online.
  • Until the First Week of January – The Council continues to process recharter packets and when necessary reports errors to Districts/Units for correction.  Packets without errors sit in an online queue as “PrePosted” until the first week of January. 

Unit Process

  1. Assign a Unit Recharter Manager (URM), preferably NOT the Committee Chair or Unit Leader. 
  2. Assign this URM Key3 Delegate status in my.scouting.org/Roster/Postition Manager/Functional Roles.  See Step 5 in this tutorial.
  3. Confirm what your annual Unit fees will be (if any).
  4. Communicate annual fees to members (National + GGAC + Unit)
  5. Run a current YPT report from my.scouting.com under Training Manager and inform all of your deadline for them  to complete any expired or missing training.
    • Keep in mind the stricter GGAC rule of no expirations within the 2024 period of Recharter (i.e. everyone must have retaken within 2023).
  6. Check the AB506 status for all registered Adult Leaders and inform all of your deadline for them to complet any expired or missing training or fingerprint scanning.

  7. Use this page to help onboard new volunteers or help existing leaders who are having problems with missing documentation.
  8. Review the training materials:

  9. Log in to the Recharter tool and get started:
    1. Review your online roster.
    2. Remove members who are not renewing.
    3. Add new members:
      • If possible, have them apply and pay online
      • Otherwise, collect all necessary paperwork & combine all documents into a zip file, and upload to the Recharter tool.
  10. Get someone to check ALL your work BEFORE you submit your recharter:
    • Once submitted, no changes can be made by the Unit or GGAC.
    • We suggest you contact another member of your Unit or your Unit Commissioner. 
    • If this is not possible, contact your District Recharter Manager or the Council Recharter Manager.
  11. Submit and if possible pay online.

Frequently Asked Questions

It’s s only needed once in your lifetime per organization you volunteer for (according to current CA law, but that can change).

The state changed its mind and this training expires every two years. GGAC is enforcing compliance the same way we do for YPT, allowing no expirations within the period of your recharter; i.e. no expirations in 2024 for this recharter cycle.

You only need to do this once the first time you apply to become a registered Adult Leader. As an existing registered Adult Leader, after you retake AB506 Mandated Reporter Training you go to the page to upload your certificate and it first asks you to upload your signed Background Check Authorization form. As an existing registered Adult Leader, you do NOT need to do this. Simply omit this step and upload your Mandated Reporter Training Certificate only.  Check out this video showing the process of skipping the upload of the Background Check Authorization.

A volunteer creates the AB506 reports manually from several data sources. They make a best effort to create and post updates every 2 weeks.

Any of the Unit Key3/Delegates can run them on demand from my.scouting.org/Training Manager.

You must either be a Unit Key3 or be granted Key3 Delegate.  One of the existing Key3 must go to my.scouting.org/Roster/Position Manager/Functional Roles and assign you Key3 Delegate.  See Step 5 in this tutorial.

Cub Scout youth need to pay both National & GGAC fees in their Pack now for calendar 2024.  When they transfer to a Troop in the winter of 2024, they will NOT be charged these fees again.  However, depending on the Troop, they might have a Unit fee to pay when they transfer.

If a youth becomes 18 and wants to convert to a registered Adult Member, they must complete a paper application which must be processed manually by the Registrar at the office.  They also need to complete YPT, AB506 LiveScan + Mandated Reporter Training, and sign a Background Check Authorization form

Executive Officers do not pay and they are not subject to the YPT and AB506 requirements; unless they also serve as the COR.

To change Executive Officer, you need to fill out the Executive Officer portion of the New Unit Application form.  You can download a fillable PDF from the GGAC website. Give the signed form to your District Executive for the Registrar at the office to process it.

How to verify an out of Council Merit Badge Counselor.

First, try to connect the Scout and counselor in Scoutbook. If that is successful, the counselor is registered and qualified. If unsuccessful, go to the counselor’s home council and search for their Advancement Administrators. Most will have an email address for either the Council Advancement Committee or Professional Advisor. Send an email asking if the counselor has been registered and qualified for the merit badge(s) in question and the status of their Youth Protection Training. Ask California councils if the counselor has completed AB506 training and LiveScan. The unit leader’s “blue card” signature verifies their counselor credentials verification.
